Executive Summary The Authority last reviewed, enhanced and updated the Member’s Code of Conduct on 22 February 2021.
Members are asked to consider a very minor amendment to the Code to reflect a minor change recommended by the Committee on Standards in Public Life, which was made in 2022 and adopted widely throughout the public sector. The 2021 update took the principles of respect and leadership within a similar sphere but the emphasis on respect for others was re-stated as part of the Nolan Principles, specifically the principle relating to Leadership.
Recommendation The Authority is asked to approve the amendment to the Member’s Code of Conduct, in order to keep up to date, as outlined at Appendix 1. |
Information
Whilst the Code of Conduct was enhanced significantly in 2021, all policies and constitutional documents should be reviewed at least every three years.
Whilst the current Code is fit for purpose and remains relevant, having been based on a model Code recommended by the Local Government Association, the Committee on Standards in Public Life recently published a report called “Leading in Practice” which outlines guidance into building an ethical culture within public organisations. The previous upgrade of the Code for the most part pre-empted the recommendations made by the Committee, subsequently, save and except for a very minor addition, which is now corrected.

Business Risk
Governance arrangements form a key element of the control framework within which the Authority operates. The changes proposed are merely housekeeping to keep up to date and do not impact on the effectiveness of the Code of Conduct.
